A shelter lets a foreign manufacturer produce inside our plant, under our legal entity and our IMMEX permit. You bring the equipment, the process and the quality standard; we carry the entity, the permits, the payroll and the customs compliance around it.

Setting up alone means incorporating in Mexico, registering with SAT, obtaining your own IMMEX permit, registering as an employer with IMSS, and then carrying labour, environmental and customs compliance permanently. That is roughly a year of work and real legal cost before a single part is made — out of proportion to the risk if what you actually want is to find out whether Mexico works for you.
Under a shelter, all of that already exists. We are the registered entity, we hold the permit, we employ the people and we import compliantly. Your program starts in months instead of a year, and if it does not work out, unwinding it does not mean dissolving a company.
